To me, the photo and the title use irony at it's best. The way the baby's face is wet, makes it look as though it has been crying; left alone and forgotten.
This busted up television is a really good representation of parts of Detroit to me. The city was once working and glowing, a place for entertainment along with comforts of home. Now it's abandoned and broken, just like Detroit. (well some parts at least) The title was kind of humorous to me as well.
